The Nexus 4 doesn't spawn in your hand as soon as you order it from Google Play on Monday at 6:51 PM PDT...total fail. Geez Google I expect more.

I had the blue s3, and currently have the white s3. I'm leaning towards the white s4 but it will ultimately depend on which one hides the texture on the phone best.

I've been experiencing a similar problem for a while now as well. My workaround has been to stop using wifi. Since I made that change I haven't had any delays. I have unlimited data so its not much of a problem for me, but its worth a shot to see if it works for you.
