It has nothing to do with the credit card it has to do with the payment processing service. If the NFC terminal doesn't use Mastercard Paypass system, you can not use Google Wallet. For example around me there are about 30 stores that use the Visa Paywave system instead of Mastercard Paypass...

Paypass is owned by Mastercard. Instead of allowing every possible NFC terminal, it has to be Mastercard Paypass. That locks the Merchant in if they wanted to use NFC payments for Android phone operators.
