Yes it is. The GSM model for US carriers, TA-1187, sells for $250 on amazon. Scheduled to get Android 10 at the end of Q1 this year.

On T-Mobile, Nokia 7.1 with 10. Wi-Fi calling works but LTE is a totally different story. With it set to use 4G and VoLTE turned on calls to me go straight to voicemail and when I call others my voice drops out so much they can't understand me. Only thing that works is to set preference to 3G.

Have a 7.1 on T-Mobile. It worked on pie and it still works on 10. There is a forum specifically for Nokia phones, 7.1 included.
