Create a forum section for AndroidOne phones

Since the OS is intended for all of them to be all the same, why not.
A place for questions and comments that are common to all.

Most of the Android One devices already have their own dedicated forum, none of which are heavily trafficked as is. If there's an influx of Android One posts, questions, etc then we can always add one but as it stands, the need is simply not there.
