The volume is all the way up, but it still doesn't work.

It rarely happens to talk back when I ask Ok Google something. I find out a method that included going Settings->Language&Input->Voice Search and change Speech output to Always speak. The problem is i have only two options : On and Hands-free only. What should I do ? I use an Android 4.4.2...
