Always speak - Speech Output option is missing.

It rarely happens to talk back when I ask Ok Google something. I find out a method that included going Settings->Language&Input->Voice Search and change Speech output to Always speak. The problem is i have only two options : On and Hands-free only. What should I do ? I use an Android 4.4.2 KitKat.

Many people find out that the reason OK Google was not talking back to them was because they had the media volume control turned all the way down to zero.

The volume is all the way up, but it still doesn't work.
