It seems that there is a conflict between Samsung Pay and Verizon's Visual Voicemail. I've had this issue since day 1 of owning my Galaxy S8+. Today I've come across a bunch of people saying its the Samsung Favorite card and suggested disabling a few settings. In my situation this did not work...

For those that attempt to disable a specific setting and it fails, just disable ALL favorite card settings and its fixed. For my S8+ I had to disable ALL samsung favorite card settings for it to finally work.

have fun with this. I've been having this issue since I bought the phone. It ends up its actually Samsung Pay conflicting with the visual voicemail app. Disable all Samsung Favorite card settings and the issue is resolved.

Not sure if there was a patch but this doesnt seem to work for me. I have a galaxy s8+ and did exactly as described. Scratch that, just tested - I had to completely disable samsung favorite card. Not sure why but for me I had to turn off each settings for Samsung Pay - Favorite Card. Lock...
