reboot in safe mode same issue is there ... anything else

I have run into an issue after the update to 4.3. When I access my green phone dialer button i get a fault alert that tells me "Unfortunately, Contacts has stopped." I have force stopped contacts and contacts storage and then did a factory reset. so i called verizon and then got me a new phone...
