Yup, that seems to have worked, as above just by going into the permissions settings without changing anything it 'wakes' up, works flawlessly.

I may have solved it inadvertently, just by going into the permissions menu and checking seems to reactivate access, works fine no problems at all. Perhaps its because I don't use this feature a lot it somehow loses access, viewing the menu brings it back again.

I checked the phone app, couldn't see a version number, permissions all okay and toggle to remove permissions if unused switched off.

Thanks bud, it was a new unlocked device from Amazon, it all looks okay with most of the bloatware belonging to Samsung, I read on other threads cheaper budget phones tend to have more of this to recoup manufacturing costs - understandable but still a pain.
