It reappears each time you restart your phone. To get rid of it, instead of swiping it away, tap on it and it should disappear

I would try turning off Bluetooth. It seems that the phone experience issues if both are on at the same time. A fix for this is coming from Samsung

If you have a chip card make sure you have a signature for it in Samsung pay otherwise it will not work. There's a field below the card for you you sign it

If you just got a new card try removing it from Samsung pay and adding it again. Sometime the automatic update screws up
