That article is interesting regarding the RAZR. World phone wasn't mentioned at all at the release today, except that the RAZR will be released internationally. I would think that if the RAZR was the first 4g world phone they would mention that in the release.

From the early specs on the Vigor (which may or may not be accurate) it does not appear it would be a world phone, but until it's actually debuted, we won't know for sure.
