I believe I figured this out. After the 4.3 update all the Google location services got turned on. And that is what is causing the battery drain. After turning them off, battery is discharging at a normal pace. Sent from my HTCONE using AC Forums mobile app

I did find the Download app in the menu of the native HTC browser, Thanks! I cannot find any tools folder in the app drawer of the Sprint HTC One. Is this something that can vary from carrier to carrier? Any suggestions?
