Generally speaking any lag you experience is based on the network you are using at that time. I would however check the Google Market and see if there is an update for the YouTube app just incase. Also check your data usage with your carrier to make sure you have enough data.

Sounds like a defect. I would try doing a hard reset to see if it fixes things, maybe an app is causing it to happen? Did it do this new out of the box? You should be able to exchange it in some manner if you just got the phone.
