Yes Mobile data is on. immediately after turning off wifi messages work.

So I had recently had a software push to my Note 8 and noticed I could not receive picture messages while on wifi. the messages would come in and display as failed. this happened so frequent I went to the service provider phone they did not find anything wrong, replaced my Sim issue still...
