Multiview isn't enabled where I could find it

My phone doesn't have a separate thing for the "smart pop up view" it's filed under the "floating notification" thing

I can also go into the notification bar and drag notifications out and it says "drag here to open in pop-up view". I can't seem to find any notification settings that will prevent this from happening so far.
