In the video in the OP he claims that the 30 fps cap is hardware based for the "newer/crappier" screens at 3:30.

I'm looking at upgrading from my Palm Pre to an Evo; however, I'm a little worried about the issue of there being two different screens used in production. Is it true that the newer screen being used is hardware locked at 30 fps and not a software issue that can be resolved by HTC or a root...
