The Google team chose to hide ea exposure control in their app due to this bug but not every other developer has done. The bug sets always ea compensation to zero so despite to your setting you never will see real difference in your photo. Please try it and report here if you can notice...

Manual camera is a nice app but it can't solve the problem. The issue is in the new APIs, the bug is marked as urgent and a fix is in progress. Only an update of the os can allow apps to adjust the exposure.

It seems a bug connected with the new nexus 6 hardware. I know that the note 4, which has the same hardware, has affected by this bug too.
