Yes the radio itself is turning off and on. Like I'll have it off, enter an app that uses internet, and I'll lose connection to the app while the wi-fi turns on. Which is really annoying because my wi-fi isn't all that great.

Thanks B. Diddy! I've tried these, figured out the app that is causing the ads is Bloons Tower Defense: Battles. I've got the 4G running when the Wi-Fi is enabled problem solved as well. The only problem I'm still having is the Wi-fi turning on and off. Mainly when I go into an app.
