Why do you want to ignore it? Play services is probably the most important app on your phone. You should check if there is an update for it. You can do that by going to setting->apps then find Google play services and click it, then scroll to the bottom where it says app installed by Google...

How do you know that the 1gb of increased storage isn't from updates?

The chatter is talkback reading what is on your screen when you click things. When you turn on talkback it basically hijacks your phone to assist visually impaired people.

I have a oneplus and a turtle is no longer an option.

Go to settings->system->date & time and turn off network provided time and network provided time zone. That sets it to manual mode. If time is correct.then leave it as it is. If time or time zone is wrong then click them and manually change them.

Under "special app access" settings in your phone look for "all files access" open it and then click the menu button and hit show system. Then find external storage and make sure it is enabled.

The setting should be in your messaging app settings.

When you got your new phone did they give you a new sim card as well or did you keep the same one? Maybe you need a new one if resetting network doesn't help.

Do you have data saver setting turned on? Check permissions and network related settings in app info for the apps not working.

You can go to passwords.google.com while logged into your account. You can import passwords using a .csv file

I don't think so. If she has no data plan on the phone then there is no phone number to send to. Best bet is to get a phone that is wifi capable and use a voip app like Google voice. But that's assuming there is wifi available. Or have her look into assurance wireless or another free phone...
