Figured this out over the weekend - I'd never seen it before but I actually had multiple Access Points available: Switching from WAP to Optus Bus fixed my issue for all apps.

Once it's been uninstalled it will only appear in the ALL list of apps (the furthermost right list). Once you select it in there it will have the disable button.
