That did it. I was using medium. No info I had found on the fix stated it had to be on high performance to get to that setting. The three dots now show under device care whereas on the other settings they weren't there. Thanks SO much!

I always have my rotation locked. Which is why this thing is so annoying. It shows up whenever I turn my phone different directions despite the fact that my rotation is locked. And it completely blocks a part of my screen on the bottom that I need to access.
