Sounds like the vibration motor might be stuck/broke... you should still have a warranty from Motorola, even if you can't return it to the store you bought it from. I don't think you want to take it apart and see what's wrong so go straight through Motorola.

I think it's tied into the shutdown to give you a note that your phone has turned off when it runs out of battery... I think most of the phones I've had recently have vibrated when turning off. As for disabling the feature, don't know :(
