For simple cataloging and resizing, I use ThumbsPlus or FastStone Image Viewer. For editing, which I rarely do, I use PaintShop Pro, paint.net, or PhotoShop.

Thanks, GSDer. On my phone, PicSay doesn't have a Paint effect. Instead, it has Marker, and tapping the blue marker icon (which looks exactly like your brush), there is no dialogue for the shape or size. I'm running PicSay Lite, ver. 1.6.0.1.

BD and Friz, thank you. Buying a used phone was a no-brainer when you could easily replace the battery. Not so much now when you're spending a few hundred dollars on a good-quality 2YO phone with unknown battery power and no easy, inexpensive way to replace the battery.
