I am having the same issue and I tried safe mode. There is no different outcome, still unable to set screen lock and only swipe is active. Also, one General > Security, I get an error message if I attempt to open Security settings.

Open the camera and then hit the Settings button. I think you will find that you have HDR on, in which case flash is disabled. Touch the HDR button to toggle off and you will see flash icon become active.
