Indeed. 4.0.3 radios did appear to improve the handoff between 3G and 4G, but I sometimes still experience some lack of connectivity when my 4G signal is too low.

FAT32 has a maximum file size of 4GB, yes. As for ways around that, I'm not entirely sure. With MicroSD cards I believe you can format it to another file system, but not so sure how that would play out on a phone that only has internal storage.

Hell. The Droid Eris is getting some dev support behind it for ICS, and it had Gingerbread a few months after it was released.
I think the GNex is getting the next version of Android much the same as the Nexus S got ICS a few...
I thought the same, although if you end up with both physical buttons and soft buttons, oh boy is that going to be a PR nightmare.

Save yourself the trouble and get the GSM Nexus. With a prepaid ATT/Tmobile plan you can use it while you're here, and when you go back home just grab a local Sim and profit.
