How have you configured SleepMode in your arrangement and with respect to notifications? By default, I think SleepMode includes turning on DoNotDisturb and then that means some impact on notifications based also on how DoNotDisturb is configured.

I feel your frustration. I think "they" have designed things to be somewhat transparent for "most" people that aren't capable or willing to deeply understand how things work, and therefore for those people to not have to think much about something for it to blindly work enough for their needs...
