Yes that's basically it. Zooming out doesn't seem to have this focus issue though, so makes me wonder if it can be fixed with a software update. However, considering the S21 Ultra is over 2 years old and still has this issue, I wouldn't hold my breath.

What display resolution is your phone set at? At FHD+, the magnifier is close to fullscreen but not quite. At WQHD+, it's very obviously not fullscreen. Only at HD+ is the magnifier completely fullscreen.
