You need to make sure you enter the correct Bell APN's in the Mobile Network settings.

Telus DOES operate an HSPA/LTE network, not only CDMA. You will need the T999 model version of the S3 to use it on Wind, not the i747M model that you have now.

There is an issue with some S3's that cause them to spontaneously die and not power up again. You'll have to send it in if all else fails.

Your recovery version is likely very old. Flash the latest version of TWRP instead of using CWM.

Your old version of CWM is definitely a limiting factor. Find the latest .zip package of CWM and flash it within your current CWM recovery then reboot back into Recovery and flash your ROM.
