Notification bar is not pulling down home recent button are not working?!

I have Moto G turbo here are the list of problem :
1.notification bar is not pulling down
2.home and recent button are not working
3.I can't connect to USB cause there is no option when connected to PC
4.the factory rest button is disabled
5.I can't change user to guest and back cause there was no option at the first place
6.phone keeps rebooting in normal mode i have booted it in safe mode it is just not rebooting but all other problems remains
7.developers option is disabled tapped multiple time still not showing up
The phone is up to date 6.0.1 I have arrow launcher installed
and I have 16gb SD card formatted as internal
can you guys suggest some solution to these problem also tell me if I formatted and factory reset some how will that sd card still work and the data remain the if not than please suggest me a way to extract the data out of that sd card! thanks !

Welcome to the forums. For many users with a similar issue restarting the setup wizard managed to fix it. You can use adb commands or Nova launcher Activities. Worth a try.
