I know the turbo has four sensors on the front that respond to a wave of the hand. Two on the top, two on the bottom. But my bottom 2 don't make the notifications come on. Only the top 2 do. Is this a problem with my phone?

No. Its programmed to recognize the path of the infrared light to be interrupted in all 3 locations to tell that a hand has passed over. There is only one IR on the top. It'd in the top right. The other one up there is the proximity sensor. You need to pass over all 3 for it to recognize a hand motion.
