Welcome to Android Central! Google acquired Android a long long time ago, so one could argue that they can do with it what they wish. One could also argue that Google is doing some pretty exciting stuff with Android and their other OS, Chrome, in terms of their gradual convergence and complementary benefits.

Google apps, like most preinstalled apps, can be Disabled in the Settings>Apps menu if desired. Permissions are there for your protection, and to give you more flexibility in how you use your apps -- you can always refuse to grant any permissions you don't feel comfortable with for an app, but then you have to accept that the app might not work to its full potential.
