Do you have any Nandroid backups from before you flashed this software?
Doesn't matter what rom, just one that worked.

Okay, what all roms have you tried?
    Just the stockoptv?

Try installing Aphrodite 1.3.3, and use the activate app on that. (I haven't checked Harmonia's app to see if it works, but it should). I have flashed S roms before and was usually able to get the 3g running again by using a different rom and using the activate app, however some roms the activate app doesn't work. The Stockoptv rom, I haven't tried that version, but I have used similar and never could get them to work properly. I'm not sure why, they just didn't. If the activate app doesn't finish, re-run it, it once took 3 times for it to work for me.

Before flashing the other roms, in recovery, select wipe/data and then go into advanced and wipe dalvik cache as well. Don't use anything like Romtools for this. This way you have a better chance of clearing out the old files. This will wipe out your phone though. It doesn't sound like you are getting a good wipe before you flash.

If that fails, maybe someone can install a stock nandroid, wipe, then pull another nandroid to upload to you. I'm not sure how much info the nandroid will retain is the issue, but I certainly wouldn't say your phone is dead and done. I've done the same thing as you have, and recovered it.

When you do get it back, NANDROID!
Always, before you install a rom. Any rom for that matter. Doesn't matter if you are wiping or not.
I always pull a nandroid and then use MybackupPro (my preferred system) or Titanium Backup for a second backup. This way I can restore data, apps, or the entire system. Sorry, about keep mentioning the nandroid, I didn't mean to rub it in or chastize, it happens when you respond to lots of threads. However it IS important to do it. A lot of people's phones would be fine had they done it.

I kind of wanted to avoid that. I bought this at Best Buy however so I'm not sure on their return policies with phones.

I downloaded Harmonia but when I click the activate app then my screen goes white, my radio bar shows an X and then it closes like a force close just without a dialog box. I tried it about 20 times with the same results.

Well I have been at this for about 2 days solid so I'm going to set the phone aside and take a step back for a day or two until I can think a little clearer. On the plus side I have learned more about the Optimus V in 2 days then I think most people do. Thanks again for the helpful ideas everyone I really do appreciate it.

Well after countless hours of trying to restore my mistake I just caved and bought another phone. So now I have two OV's....an expensive mistake but my fault nonetheless. I'll keep messing around with the non 3G phone as a testing platform to see if it has any recoverable hope. Plus it will be good for testing out other ROMS anyways.

What landed me in this mistake:

I made a split minute decision based off frustration instead of thinking the matter through all the way and it cost me...literally.

How I messed up my 3G:

One: I flashed a custom rom without first understanding the whole concept of a nandroid backup so I flashed the phone and no way to return it back to OOB condition.

Second: Besides failing rule #1 I also broke rule #2 which was to NEVER DO A FACTORY RESET/RESTORE on a custom rom. Doing this sealed the fate of the phone I'm sure.

Third: Out of my frustration and lack of attention I flashed an Optimus S image to my phone which changed my SW from VM670ZV4 to something like LSV9 etc...Since doing that I believe I flashed the radio img not intentionally but did however. After I flashed the wrong system onto my phone and no original (OOB) nandroid I just couldn't find a way to recover it back with the correct SW. I even attempted a few techniques that could of perma bricked the phone but even those failed.

This community has been great and the helpful responses and offers to help where extremely appreciative. Let my mistake be a lesson albeit a hard learned one.

If you root this one, nandroid it, then see if it will fix your old phone.

This is where you went wrong.

    Read here: http://forum.androidcentral.com/opti...sw-update.html

Some guy reported that he could reverse the messed up settings using QPST while the OP said that he couldn't get the setting to stick. The way I see it, you have a 50/50 chance at making it work.

Follow the PRL guide here to get QPST working: [HOWTO] Change PRL on Virgin Mobile LG Optimus V (5/06/2011) - xda-developers

After you "Read from Phone", stop following the PRL guide and go to the M. IP. and other tabs to see if you can change the settings to match the ones I posted in that other thread. Let me know if it works, and I'll write up a guide for others to follow.

    Try in to recovery mode:

    wipedata/factory reset,wipe cache partition...
then go to advanced, select WIPE DALWIK CACHE...then GO BACK...
select MOUNTS AND STORAGE... select FORMAT SYSTEM,FORMAT MODEMFS,CHACHE,PRELOAD and DATA...and install your custom roms from SD CARD
    GOOD LUCK
