Hybrid slot

My samsung j 5 pro mobile phone has a hybrid slot but where the second sim card fits there is a plastic tag on. Does this mean that dual sim can not be used?

Does the tag come off (without breaking anything)?

From what it looks like, the bottom hole is the slide-out for SIM 1, the upper hole is for SIM 2 and the SD card - the SIM goes in the smaller hole. There shouldn't be any tab in either carrier.
