Skype or Google Voice will both make IP calls.

Great Britain's version of the Tablet has phone capabilities, either as speaker or bluetooth. Unfortunately, we don't have it in the states. Other tablets had it too in the overseas version, but it gets turned off here. Maybe someone can explain why?

I am using Google Voice and GrooVeIP to make and receive calls, it works great! And if you are concerned about giving GrooVeIP your google password, just set up an application specific password from your account settings.

No - either will work for VOIP.

Well, technically Voice is through your phone - so Skype are the only direct through device calls.
