Samsung Galaxy Note 4 Camera filter question

I was looking around for a star filter (aka - cross-screen filter) but it doesn't look to be one of the stock or "available to download" filters. This is the one that makes lights look like stars with varying numbers of points. Does anyone know where to find this filter for the N4?

Not something downloadable, just something you can put in front of the lens. (And since there's no thread on phone cameras, you'll have to hand-hold it or tape it on.)

Bummer. Ok, thanks for the info, Rukbat. I have to imagine that the effect could also be achieved with some post-processing. I didn't see the ability in Snapseed. But, maybe something like Photoshop.

As of now.. (End of 2014). No app has this effect... Its built into my Fuji camera so I know it can be done. If you really need it. It is a filter add on for Adobe and I believe can be found free for Adobe and products that uses the standard add on routines.
