Can I safely clear my cache on the download manager on my S4 Android Phone

I checked to see what was filling up my storage and it shows that my download manager has a total of 10.78 gb of cache. I only have about 4 gb left on my device. Is it safe to clear this cache and also can you tell me what this app does?
