What exactly does Google Play Services do is it something that can be disabled without causing problems.

That would be a huge DON'T DISABLE. Google Play Services does a lot for the OS. Like it says, it's the general service provider for what your phone does that's Google related... and since Android is Google, well... Play Store, Hangouts, GMail, Google Search, Google Location services, etc. They all need that to work.

Unfortunately Android does a very poor job at describing what goes on with Play Services and bundles it up into a single process that might seem like a single app is taking up a lot of your battery, when in reality is a bunch of different processes for different apps/services.
