Google photos never “frees up space”

Getting ready to move to the S10+ and doing some house cleaning. I have a question on google photos. The camera is set to store pictures on the SIM card. When I use the free space function, it says it deletes pictures from the device that are backed up by google. When I use my file manager I’ve still got two years worth of pictures on the SIM card.

Thoughts?

It looks like the Free Up Space feature only works for Internal Storage: https://support.google.com/photos/thread/497226?hl=en

I think another reason why Google Photos won't include a given photo in the Free Up Space pool is if you edit or otherwise manipulate it using some other photo editing app.
