Does case type affect phone's vibrator?

I am coming from a moto x 2013 which I thought had an obnoxious vibrator which everyone in the room heard. This one is fairly silent and smoother. I am not always noticing the vibration so I miss a call or notifications. Could my case be dampening the vibrator's intensity? I had a hard case on my moto (supcase beetle), now I have the otterbox symmetry. Yes I have the control setting dialed all the way up for the vibrator.

Cases are going to effect the vibration. You are using a much thicker case that has a cushion as well so that is causing it to be softer.
