Every program that has a backup data feature says it saves the backup to this folder. But when I go to the folder it's empty? Trying to backup data from the APP BACKUP AND RESTORE program.

It's not empty, it's just been hidden or locked for some reason. I dont know who's brilliant idea it was to do this. Up until android 6 (Marshmallow), this location wasn't "protected". You were able to navigate here manually before. These paths listed end at the same location for internal device storage:
----------------------------------------------------------------------------------------------
sdcard/
mnt/sdcard/
storage/emulated/0/

----------------------------------------------------------------------------------------------
Note that legacy android devices primarily used mnt/sdcard/. Newer versions of android have all of the above to support legacy apps that rely on these paths to exist. I use Root Explorer ($3.99 USD f/ Pro). There's also a free version (Explorer), and you can set any of the above paths as the default internal storage location so long as they're on your device.
