samsung s8+ slow at low battery and getting stuck why??

It is trying to conserve power. Can you post a screen shot?

I guess that it goes automatically into power saving mode. Processor speed will be limited at 70%. You can turn of power saving mode in the notification panel or through settings.

It's working the way it should but you're not. You should never let the battery drop below 40%. (Lithium batteries are not deep discharge batteries.) When it gets down to 40%, either charge it or shut it off (or get used to sending it in for a battery replacement every few months).
