Does touching lcd without glass break the touch sensitive?

Hi as the title says, i have seen an lcd for sale at ?40.00 which is pretty cheap, however it had a broken glass which has been taken off, the person got impatient waiting for the new glass to arrive from china so bought a complete new lcd. Now there is a pic of the lcd on but they say they cannot tell if the touch works as the shop plugged it in to see if the lcd still works. If the digitizer is touched with no glass could that cause any discoloration or cause it to not work before i take the chance of buying it? Thanks.
