Anybody else have this issue and any advice how to get it to charge to 100? Is it important to take it off charger straight away when it's says it's charged

Let it charge overnight - turned off. (You can leave it charging forever - the charging stops when it's fully charged.) If that doesn't bring it to 100%, you have a defective unit. (It may say 99% when you turn it on - the charge state is measured by the terminal voltage of the battery, which isn't accurate to more than 1% at best.)

Yeah mine said 96% for the first few overnight charges. I'd unhook the charger and put it back on and it would charge to 100. I reset the Gear S and it's been fine since. 100% most mornings...sometimes 99

Well charged it overnight was 100% then took it off charger it dropped to 96% again. So I put it on charge till it reached 100% again so hopefully that fixes the issue

If I watch the charge level closely on mine and unplug it when I see 100%, it drops to the high 90%'s. But if I leave it plugged in longer it comes up to 100%. The last few % seems to take much longer than the rate of charge for the rest. If you havn't ran it down to 0% for a couple cycles, I'd do that to break in the battery.

I've had mine for two weeks and it JUST started doing that. I think and I'm gonna test this theory. When I charge it and take it off the charger shortly after reaching 100% that it will say 100% or 99%, when I remove from charger.

But when I leave it on too long, it might stop charging even though it's still plugged. And then start draining, does that make sense?

Makes perfect sense. I used to have a cell phone that did that. I would charge it overnight an then ta off the charger for a few mins and put it back on the charger. That's the only way it would actually come off the charger at 100% What it did was charge to 100% and then start to drain immediately overnight.
