help Installing .apk files using ADB for android v1.6

I am new to this whole rooting your phone, using ADB and SDK, but yesterday I was successfully able to root my motorola devour (decided I wanted try something I have never done before and play around with it since my contract is up in January). I saw an article about carrier IQ and I wanted to see if it was on my phone or not. I downloaded the TrevE_Logging_TestApp_v7.apk. Tried installing it using an APK manager from the market, also using Infolite's easy installer and both come back sayin that the "process com.android.packageisntaller has stopped unexpectedly. Please try again". Then tried to install it using adb and I get "Install_Failed_Older_SDK". Any clues or help as to what I can do to get it successfully downloaded? I am thinking 1.6 is too old and it can't be installed...any help? I hate this phone btw. Glad I get a new one in January.
