on there they have a new version 3.50 which has integration with FoxFi
FoxFi Installer , a separate app you need to download. Anyway this unlocks WiFi tethering and you don't need bother with the USB cable anymore or the PC program. Just hook your PC to the WiFi connection it produces.
if you have a desktop that doesn't have a wireless card in it, then honestly its as simple as opening the app and following the prompts.
Open App
"Turn on" App by clicking tether mode
Connect to your computer
go to the tray icon and right click
click connect
it'll take a second then be up and running.
as far as error 13 goes i have no idea.

I've been using it since '09 and back then they did a 14 day trial then you had to purchase the license. Best ~$16 bucks?? on internet I ever spent. I don't know how they do it now because my one time purchase is still working, but maybe your trial expired???
I emailed them 2 years ago when I got a new phone and they responded fairly quickly.
so i would recommend trying their support link on their website to specifically address error 13
