He probably used simple text or made his own icons using photoshop.

Probably a combination of minimal text (theme and icons) and simple text for apps not listed in minimal text). That's what I did. With simple text, you can even make icons in non-Roman alphabets. One of my screens is done completely in Chinese characters, another in a combo of Cyrillic, Hebrew, English, and French complete with diacritical marks.

That is correct I am using simple text and APEX launcher which allows me to change the dock icons.

For Clock, I am using AdvancedClock Pro. For weather I am using Fancy Wigets (using 2 2x1 widgets to display current temp and 3 day forecast). The picture is also a widget (not a background). I am using the default Samsung Picture widget and I have it overlapping the clock widget (part of the Nova Launcher option of the paid version).
