Keyboard Missing

My Samsung Galaxy S4 has no keyboard at all of any kind. Under language and input the only option is google voice typing. Is there any way to fix this because it renders my phone completely unusable.
 
sign into Google play store *website* on another device, find Google keyboard app, choose to install it (selecting the correct phone or tablet to install on). it will install automatically.

Unfortunately I can't put in the wifi password without a keyboard so I can't download it. Would it be possible to do it via data?
 
it needs to be downloaded from another device.. that could be a tablet or desktop computer for example, open a web browser, go to the Google play website, sign into the account for the keyboardless device, install the app there, it will appear on the chosen device.

alternatively, you might already have a keyboard app listed in Google play store app on your device, in 'my apps' >> 'all', scroll through see if a keyboard is there and install it.
 
The keyboardless device is a new device and is not currently linked with a google account and I am unable to link it to one without a keyboard.

I see.. then you will have to try a factory reset, it will be in the settings.

if for some reason you can't do it that way, use the method for a device that is switched off, I think the method varies, but if you do a web search for your device and factory reset, or search for user guide, it will explain.
