Last year I used ATT's NEXT upgrade installment program to buy my Samsung S10, where after I pay half the price of the phone (in 12 months) I can trade it in for an upgrade. Seems this year they are only offering an upgrade with their "Next Up" plan after paying half the phone cost in 15 months and they charge you an additional $5/mo for this plan. So, now their upgrade plan will cost you an additional $75 minimum over what you would have paid last year. I think ATT is trying to follow what other cell providers are doing for similar upgrade programs.
