Many apps will not open if location is not allowed. Such as Wear, Smart things, Members these are the ones I have worked with so far, I'm sure there are more. This means I can not set up my ear buds with out allowing location.

I noticed the same thing. Not sure if this was an issue in 9 as I had no reason to look since I typically had location off all the time (not that I believe our location is kept private). If I needed to run, ride or needed driving directions then I would manually toggle location.

Shortly after installing 10, I was given a notice that an app was using location. What? I had location toggled off so this made no sense. I went into location and noticed there were 3 settings and some apps were set as using location all the time. Some apps that had no reason to use location. Sooo, I manually moved all the apps using location "all the time" to only "while app is in use" and moved some apps to "deny". Will this make a difference? Unknown.

Yes it was allowed in 9. But I don't know if 10 broke it or the app updates at the same time.

I started noticing that things weren't working without location around Oreo maybe??? Really in the last few OSs if you turn off location or even downgrade it to less than precise everything wanted to stop working. What I've noticed is that I get a lot of notifications about apps using or requesting my location with Android 10. I'm not sure how that translates into being a spy system but as we all know Google, most of the app developers and phone manufacturers all collect data on us. It's kind of the price of owning a smart device. Does Android 10 take this to a new level, I guess only Google knows that for sure. In some aspects I'm sure it does as they want to know more and more about us, because the more they know the more they can sell, the more income for them.

As far as your location issue though, all of those things probably requested your location before but because we never really read the TOS that most blindly agree to without a second thought we're just aware of it now. In a lot of my advice I used to warn users to check permissions at least, and deny what they could to keep the app. I mean why does my block breaking game need to know my location or access my SMS?
 
all I know is since the upgrade, geofencing works a whole lot better. IMO, it makes no difference if you turn it off or not, they know where you are.

True for a long time. Cell tower triangulation is still used everyday by law enforcement.

When you think about it, though, how can you use ear buds if your phone doesn't know where you are? It wouldn't be able to find you so you could plug in the buds. :D
