16 GB model shows available free space 5.8 GB

Hi guys, Android noob here. I brought a Nexus 16 GB (2012) from a 3rd party seller yesterday.
Condition: "new / boxed / unopened"
Charged and did a factory reset and found :Total space: 5.9 GB, Available 5.7 GB
Am i missing something? A real 16 GB model should have at least 13 GB free.
Any suggestions / tips will be really appreciated.

It could be a 8g. If it was ebay file a complaint.

Cheers - i am worried about the same. is there a system tool / online serial checker where i can input the serial number and it will spit out the make / model etc?
